The brightness of the bulb and how long it lasts depends on the bulb, the capacitance and the voltage the capacitor is charged to. The voltage is the same as the bulb rating initially, and decays exponentially once connected. The energy stored in the capacitor can be determined in joules (watt seconds). Most normal capacitors and bulbs will be brief, A flash bulb is an example, where the smaller ones may be charged to 250V, with maybe 10 joules, and the flash is bright but only lasts about one millisecond.
