A hazard is a situation that poses a level of threat to life, health, property, or environment. Most hazards are dormant or potential, with only a theoretical risk of harm; however, once a hazard becomes "active", it can create an emergency situation. A hazard does not exist when it is happening. A hazardous situation that has come to pass is called an incident. Hazard and vulnerability interact together to create risk.

Hazards are sometimes classified into three modes:

  • Dormant - The situation has the potential to be hazardous, but no people, property, or environment is currently affected by this. For instance, a hillside may be unstable, with the potential for a landslide, but there is nothing below or on the hillside that could be affected.
  • Armed - People, property, or environment are in potential harm's way.
  • Active - A harmful incident involving the hazard has actually occurred. Often this is referred to not as an "active hazard" but as an accident, emergency, incident, or disaster.

Is it true that it's a fire hazard to put a door at the bottom of stairs?
Q. We have a huge loft upstairs that I want to make my room and I want my privacy, someone that came by said he couldn't put a door because it is a fire hazard, is this true? Some attics that are rooms have doors at the bottom, why is this any different? If it is true, how can I go around it to add a door or something for some privacy?

A. I never heard of that and don't see how it would be a fire hazard. Quite the opposite actually as doors slow the spread of fire and smoke. Bottom line, who is going to come in and say you can't do it? Fire and Building inspectors have no jurisdiction in a single dwelling home. If you want a door there, put one in. If the "guy" you talked to didn't want to do it, I am sure it would be that hard to find a "guy" who would.

Are my home theater speakers a fire hazard?
Q. A friend of my husband's installed our inexpensive home theater system as a favor. He has the wires for the speakers (mounted around the room) coming up out of the vents in the floor. Granted, the vents are in a good spot for speaker placement. But is this a fire hazard?

A. Under most circumstances the risk of fire due to a short in loudspeaker cables is virtually non-existent. If your loudspeaker cables use the typical PVC insulation found on most lower-cost or generic A/V cabling then you do run a somewhat higher risk of developing a problem. Prolonged or repeated exposure to elevated temperature and airflow rates can, over time, result in degradation of the PVC insulation in large part due to plasticizer migration and volatility. This can lead to increased brittleness and crazing in the exposed portion of the insulation, which could eventually result in failure of the insulation. Q. if i want to drive with my hazard lights on just for fun, so that other drivers can stay far away from my vehicle as possible. and for me to drive in between the lanes and swerve into the yellow marker and run stop signs and red lights. all just for fun, is it illegal?
